If the internet crashed for good?

This is assuming it was not fixed. Perhaps some largescale EMP attack or something that crippled it for the next 50+ years or so.

I Reckon That an Underground Internet would be developed in Some Form if it was a Government or some Regulatory Group that made the Internet Ilegall or Destroyed It somehow!
And If Cigarettes were Illegal! It Creates another Black Market Product for resourceful Criminals to exploit!
